X changed its IP structure, using Cloudflare's services, making it difficult to block the platform without affecting other legitimate services like banks and large internet platforms. 

Cloudflare is a San Francisco-based cybersecurity company that helps route traffic for millions of websites, complicating the ban on X. ABRINT stated that blocking X's specific IP addresses was easier before the update, but now the platform shares IP addresses with other services.
